European Central Bank President Christine Lagarde insisted on Friday the:

coronavirus crisis represents the “sharpest and deepest” recession the world has seen apart from world wars.

However, Lagarde estimated that the lowest economic point has passed, but that a sever second coronavirus wave could happen. Commenting on the process of recovery, Lagarde said the restoration would go sequentially, geographically the same as the virus had spread across the globe moving from east to west. Speaking at the European Business Leaders Convention, Lagarde said the most decisive action amid the coronavirus pandemic was that the monetary and fiscal policy went “hand-in-hand,” helping the European economy to overcome the crisis. Lagarde stressed that the central bank has had to use “all available policy levers” both on monetary and fiscal fronts. Additionally, she said the ECB’s mandate continues to be the same, that is focusing on price stability across the continent.

President Donald Trump’s latest messages on the pandemic are almost indistinguishable from the one he was sending at the very beginning: Everything is under control.

“We’ve made every decision correctly,” Trump said in a rambling Rose Garden address. With hardly a mention of the virus and its ongoing devastation, he claimed, “We may have some embers or some ashes or we may have some flames coming, but we’ll put them out. We’ll stomp them out.” Days later, his reelection campaign announced the return of Trump’s massive rallies “This month,” declared a video tweeted out by his campaign’s spokeswoman, “we’re back.” The words loomed between footage of thousands of Trump supporters packed tightly into massive stadiums. There’s no mystery behind Trump’s eagerness to pretend the pandemic is all but over. His government’s response to the coronavirus, the ballooning economic crisis, and the waves of protests against police violence have sent Trump’s overall approval rating plummeting in every single group of likely voters.

A return to normal is grievously out of step with a pandemic that continues to infect roughly 20,000 new people in the United States every day and kill up to 1,000.

With novel coronavirus infections setting a single-day national record Wednesday, health experts are taking little solace from one of the few bright spots in the current resurgence: deaths are not rising in lockstep with caseloads. But that may be just a matter of time. “Deaths always lag considerably behind cases,” Anthony Fauci, the nation’s top infectious-disease specialist, told Congress at a hearing Tuesday. In the weeks to come, he and others said, the death toll is likely to rise commensurately. Which means Arizona, Texas and Florida, states that reopened early and now are experiencing runaway infection rates, are likely to be burying more dead in July. “As long as there is a fair amount of testing going on, if there is an uptick in covid-19 infections, then we are likely to see that in the confirmed case data before we see it in the death data,” said Nicholas Reich, associate professor of biostatistics at the University of Massachusetts at Amherst, in an email.

WH to end federal funding for COVID-19 testing sites – report

Some local officials are disappointed the federal government will end funding for coronavirus testing sites this Friday. In a few places those sites will close as a result. This as criticism continues that not enough testing is available.In the Philadelphia suburbs, Montgomery County has a drive-through site that has tested 250 people a day since March 21.”It has been a very successful site. We are hoping by the time it closes Friday afternoon that we will have tested a little over 5,000 individuals,” says Dr. Valerie Arkoosh, who chairs the commission in the county of more than 825,000 people. Montgomery County has been hit hard by the pandemic. By Tuesday the county identified 1,294 positive cases and reported 32 COVID-19-related deaths.

As Texas hits all-time high in new COVID-19 cases, Gov. Greg Abbott tightens outdoor gathering rules

AUSTIN — Gov. Greg Abbott sternly warned Texans of “rampant” spread of coronavirus that took the state to a new high Tuesday of more than 5,000 new cases in a single day. Saying Texans should stay home unless they have a good reason to venture out, Abbott late Tuesday afternoon gave local officials more powers to limit public gatherings during the upcoming Fourth of July weekend. He expanded the ability of mayors and county judges to restrict outdoor gatherings of more than 100 people — down from the previous limit of more than 500 people in outdoor gatherings. On KENS-TV in San Antonio late Tuesday, Abbott made it clear it will be up to cities and counties to decide whether face coverings will be required at mass gatherings. “I did authorize local officials to have the authority to establish regulations in gatherings of 100 or more people,” he said. “This was intended to allow local authorities in particular to regulate gatherings for Fourth of July celebrations. We did not specify what restrictions or regulations they could impose. It’s possible they could require masks in such an environment.

It’s going to be up to local officials in that regard.” Abbott also told the Texas Health and Human Services Commission to enact emergency rules that provide strict health and safety standards and procedures related to COVID-19 for child care centers in Texas. After about eight weeks of reopenings, the moves were a shift for Abbott, who’s also adopted a more urgent tone in his public pronouncements this week. “These are just some of the steps Texas will take to contain the rise in COVID-19 cases and hospitalizations,” Abbott said in a written statement. “I urge all Texans to do everything in their power to reduce the transmission of the coronavirus by wearing a face mask, washing their hands often and staying six feet apart from others.” The decrees were based on data showing an increase in COVID-19 transmission stemming from large gatherings and expanded use of child care centers, the governor’s office said in a release. Day cares, which Abbott freed up for children of nonessential workers on May 18, have been slammed, as The Dallas Morning News reported over the weekend. As of Friday, 410 total cases of coronavirus — 267 staff members and 143 children — had been reported at 318 licensed child care operations across the state, according to the commission. NY, NJ, Connecticut impose 14-day quarantine

NEW YORK (AP) — New York, Connecticut and New Jersey will require visitors from states with high infection rates to quarantine for 14 days, New York Gov. Andrew Cuomo said Wednesday. “We now have to make sure the rates continue to drop,” Cuomo said. “We also have to make sure the virus doesn’t come on a plane again.” Cuomo announced what was called a “travel advisory” at a briefing jointly via video feeds with New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont, both fellow Democrats. The states’ health departments will provide details of how the rule will work, Murphy said. The announcement comes as summer travel to the states’ beaches, parks and other attractions — not to mention New York City — would normally swing into high gear. Visitors from states over a set infection rate will have to quarantine, Cuomo said. As of Wednesday, states over the threshold were Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Washington, Utah and Texas.

Royal Caribbean extends sailing halt until fall

Major cruise lines including Royal Caribbean, MSC and Carnival Cruise Line have announced extensions of their sailing suspensions into the fall months. The extensions come on the heels of an announcement from industry group Cruise Lines International Association that member cruise lines have voluntarily extended the suspension of U.S. cruise operations until Sept. 15 amid coronavirus concerns. CLIA’s member lines carry 95% of the world’s ocean-going cruisers. The new order applies to all CLIA member ships that can carry 250 or more passengers. The Centers for Disease Control and Prevention’s “no-sail order” is scheduled to expire on July 24, and Canada has issued a ban on cruises in the country’s waters through Oct. 31. Royal Caribbean announced it will extend its sailing suspension through Sept. 15 for most cruises, Jonathon Fishman, spokesperson for Royal Caribbean, told USA TODAY Tuesday. Exceptions include itineraries from China, which are canceled through the end of July and sailings to Bermuda, which are canceled through Oct. 31, according to the announcement. Previously, Royal Caribbean had suspended operations through July 31. MSC Cruises also confirmed it would extend its sailing suspension of ships sailing from U.S. ports to the Caribbean, effective until Sept. 15, according to a release provided to USA TODAY by MSC spokesperson Paige Rosenthal. Cruises to and from New York will also be canceled from Sept. 5 through Oct. 22, according the MSC website. The line had previously announced its sailing suspension through July 31, which remains intact for the other regions in which the company operates. MSC also announced its fall and winter itinerary for Nov. 2020 through March 2021., And Carnival Cruise Line will extend its suspension in North America through the end of September, the cruise line announced Monday. “During this unprecedented pause in our business, we have continued to assess the operating environment and confer with public health, government and industry officials,” Carnival Cruise Line President Christine Duffy told cruisers and travel agents in a letter sent Monday announcing all cruises are canceled through Sept. 30. Roger Frizzell, spokesman for Carnival Corp., told USA TODAY on Thursday, that though health protocols and ship capacity levels have not yet been announced, “there is certainly some time to finalize that while we are at a pause.” Cruisers who want to rebook for a later date will get a future cruise credit and either a $300 or $600 cruise credit or can receive a full refund. They have until May 31, 2021, to decide. Carnival Corp., the parent company of Carnival Cruise Line, Princess Cruises, Holland America Line and others announced last week it would take a phased approach to returning ships to sailing. “We are going to be patient in our approach and learn from the best available information we are going to have before we sail,” Frizzell said. Carnival Cruise Line, which has a fleet of 27 ships, also noted in its announcement that the line is completing the repatriation of nearly 29,000 crew members to more than 100 countries.

Your Coronavirus Antibodies Might Fade After Just a Few Months

A new study from China showed that antibodies faded quickly in both asymptomatic and symptomatic COVID-19 patients during convalescence, raising questions about whether the illness leads to any lasting immunity to the virus afterward. The study, which focused on 37 asymptomatic and 37 symptomatic patients, showed that more than 90% of both groups showed steep declines in levels of SARS-COV-2–specific immunoglobulin G (IgG) antibodies within 2 to 3 months after onset of infection, according to a report published yesterday in Nature Medicine. Further, 40% of the asymptomatic group tested negative for IgG antibodies 8 weeks after they were released from isolation.
